Important: This scholarship is intended only for eligible students who intend to accept employment with the West Virginia Division of Highways (WVDOH) after graduation. It is not meant solely as financial aid.
Application instructions
- Print clearly or type your responses.
- The application must include an original (handwritten) signature. Photocopies of the form are acceptable, but any application submitted with a reproduced or photocopied signature will be disqualified.
- All supporting documents must be submitted in their original form and attached to the application. Incomplete submissions or missing original documents will not be reviewed.
- Do not send materials by fax—faxed documents will not be accepted.

- Mailed applications must be postmarked no later than the day before the published deadline.

Eligibility requirements
To qualify, applicants must have been, or currently be, a WVDOH Co-op employee and must meet all of the following:
- Be a resident of West Virginia.
- Be entering at least the junior year of an undergraduate degree program or the second year of law school.
- Be enrolled full-time in an accredited baccalaureate program in one of these fields: Civil, Electrical, Mechanical, Industrial, or Environmental Engineering; Computer Science; Accounting; or enrolled in an accredited Juris Doctor (J.D.) program.
- Maintain a minimum cumulative GPA of 2.50 on a 4.0 scale.
- Have served as a WV Division of Highways Co-op in good standing for at least one year.
- Agree to begin working for the WVDOH immediately after receipt of the declared baccalaureate (or J.D.) degree.
- Be legally authorized to work in the United States without a visa that requires employment with an E-Verify employer. (The WVDOH is not enrolled in E-Verify.)
Essay requirements
Compose a typewritten essay that addresses:
- Why you chose your field of study and the steps you have taken to complete that curriculum.
- How your experience as a State Co-op has prepared you for a career with the State of West Virginia.
- Why you are seeking employment with the Division of Highways after graduation and how you plan to succeed in your career with WVDOH.
Formatting instructions:
- Use 8½ x 11-inch white paper, typewritten, double-spaced, with 1-inch margins.
- Print only on the front side of the page.
- Put your name and address in the upper-right corner of the essay page.
- Ensure text is dark enough to photocopy clearly.
- Length: minimum 300 words, maximum 500 words.
- Attach the essay to your application.
Submission checklist (confirm before mailing)
- Application completed in full and signed with original signature
- All required original supporting documents attached
- Essay (300–500 words), formatted as specified
- Application packet postmarked by the day before the deadline
